outlook2k3 advanced options

I'm hoping this is a quick fix and not seeing it.

In outlook 2k3, under Tools-Options-Email Options-Advanced Options, the
whole section under "When sending a message", is greyed out, and inaccessible.

Some of my users have it greyed out, and some others don't. The ones that
are able to check/uncheck settings, seems to be those who I've upgraded from
Office2k. Those who have that section greyed out, seems to be those from a
new install.

Is there a button to activate that section? Users are trying to activate
the automatic name checking, and the use of a comma as the separator for
addresses.

Those options would be disabled if a group policy object is being used to enforce specific values for those settings. Consult your administrator.
