Outlook XP won't connect to ISP Incoming Mail Server

All of my Internet Email POP3 Account Settings are correct and have been
verified as such by my ISP Technical Support. Outlook XP fails to connect to
Incoming Mail Server and fails to send a test message. Also I cannot download
any mail from the ISP Incoming Mail Server. Does anyone have any idea how I
can successfully connect to my ISP's Incoming Mail Server?

If you have any anti virus pluggin intergrated with Outlook, uninstall this,
likewise disable any third party firewall & retest.
If it still fails then....
And if you set up Outlook Express it works?
