outlook won't send - will receive

have a new laptop from Canada - works fine there - I have it with me in the
US (Minneapolis) - service provider is Quest and functions well via wireless
except I cannot send any messages. I get an error message - TASK' Work -
sending reported error(0x800CCC6F) and the SMTP server has reported an
internal error and rejected due to poor reputation.

can antone help me to resolve this

Did you configure the e-mail account within Outlook so it authenticates
to the SMTP mail host?
