Outlook will not send a jpg picture attachment - what to do?

I do a lot of photography that I send back and forth via email as jpegs
between myself and clients. This is important to me. Prior to upgrading my
computer I had no problems doing this. With this newer version of Oulook the
messages just sit in the outbox. If I try to open them, they say can't open,
spooling up to send.
But they never send. I have contacted Dell, who is unable to help, and I
have contacted my Internet service provider, who was also unable to help.
There must be some setting in Outlook that is creating a problem.

After the new computer was originally set up and Norton was UNINSTALLED, it
seemed to work okay for a few days until I downloaded the newest Microsoft
updates for the computer. Then it quit working again. I am at my wits end.
Please help!

Make sure you are not scanning outgoing mail with any application.
