Outlook Upgrade

I have just upgraded outlook 2000 to 2003 (one of the last PC's) and as I
open outlook it says migrating settings. Then the program is not responding.

I uninstalled all office program's and reinstalled them but outlook still
hangs.
Is there a way I can tell it to not migrate any settings with reinstalling
the whole PC?

The instalation works fine for another person logging onto this PC. THis
user can access emails from another PC fine but i need it to work on that
paticular one.

Its in an AD network
