It's a feature found only in the internet mode - you can edit the
registry to use it in other versions. Note that it will cause Outlook to
remain loaded in a hidden state and can prevent Windows from closing
properly.

Some more info: I need Outlook for the Calendar/Contacts/tasks
features... I
recently re-installed it and had to set the mail service as
Corporate/Workgroup as a device I use to synchronise with Outlook would
not
recognise Outlook until I had changed to this mail setting from my
previous
Internet Mail setting (Ericsson R380 cellphone/pda).
I noticed that Outlook Express had an empty address book and as stated I
tried to import what I thought was the right file (xxx.wab) - no errors
during the import process but address book still empty. Incidentally the
Contacts list in Outlook appears to be unscathed and intact but if I
click
on the Address Book option on tool bar I also get another empty address
book
(admit I had never tried opening the address book in Outlook before so
cannot say for sure if it was ever populated). At the time I noticed my
OE
address book was empty the Outlook Today function was fine.... so it is
clearly something I have tinkered with - as I recall I made the decision
to
try and allow Outlook to be able to send/receive email in view of lack
of
address book in OE... I made no major changes I just went to the
Tools/Services option and thought that by adding a service for my email
(duplicating log-in, dial-up settings I use in OE) my email from Outlook
would work (it did not - just kept sending email I created and "sent"
straight back into my Outlook Inbox with an undeliverable message). I
thought I had done nothing major here so I deleted this new service I
had
created concluding I would never get Outlook to work for mail so back to
square one... however I now get the problems I have described...
essentially
the default opening view is PERSONAL FOLDERS and the Outlook Today
button
just takes me always to the same view.

You did not state what mail support mode of Outlook 2000 you are using and
whether you had configured OE to use your Outlook Contacts as its data
source.
Open the Address Book in OE, go to Tools > Options... and see if re-enabling
sharing restores your address book. You may not have been using the WAB at
all, but you are the only one who could know what you were doing before.
