Outlook to Hotmail Error (0x800CCC31)

I am using the Outlook 2002 SP2. My Versions of XP and
Office XP are completely up to date using Windows and
Office Update.

About a week ago I started to get this message while
trying to access my Hotmail account in Outlook. I have
tried on a few different machines on different internet
connections with the same result. Has the Outlook
configuration for HTTP Hotmail changed or is the service
not available?

This is the error:

Task 'Hotmail: Folder:Inbox Synchronizing headers.'
reported error (0x800CCC31) : 'The server did not
understand the request.'

Looks like someone installed/reconfigured a proxy server or firewall between
you and the Internet and that server does not support the HTTP/DAV protocol
used to access Hotmail. If you're using Outlook to access Hotmail from
work, contact whoever is responsible for the network and ask them to
upgrade/reconfigure either the proxy server or firewall so that HTTP/DAV is
accepted. If this is happening at home, contact your ISP with a similar
request.

the httpX.log files after you get that error? Note that while the KB
article above says the files are named "hotmailX.log", they're really called
"httpX.log" - I've asked them to correct that.
