Outlook Stationary

I want to disable the use of Stationery firm wide. I have the registry key
set to blank but that does stop the user from reapplying the stationery from
the stationery picker. Is there a way to remove all or grey out the
stationery picker?

Which registry key are you referring to in which version of Outlook?
Setting registry keys only sets a default. Set it as a policy if you do not
want the users to override your settings.
