Outlook Spam Filter Broken?

We have an Outlook 2003 user who has set Spam filtering each of its levels:
Low, High, Safe Lists Only.

Problem: All email is being delivered to her inbox, regardless of spam
settings.

Even when set to Safe Lists Only, all spam still gets delivered to her
inbox. Nothing at all is being dumped in the Junk folder.

Does anyone have a clue that might help us figure out why Outlook's spam
filtering appears to be totally broken? (all Windows and Office patches,
monthly spam updates, everything, is completely up to date)

What type of mail account (Exchange, POP3, or IMAP) are you working with?

POP3.

The odd things is, spam filtering for this user was working fine, until the
day the PC received the August Outlook spam filter update from Microsoft
Update. As of that date, spam filtering for this user "broke" entirely.

Sometimes it happens to me too... so I'm using an antispam tool camed
BSpam.. www.bspam.com... even then its waste.. still I get some spam
mails in my Inbox. Better use an yahoo or Hotmail account

Applied the September update, as well as Office 2003 SP2.

Still broken.

When I say broken, I mean even when the Spam option is set to ONLY allow
mail from the Safe Senders list to go to the inbox, every message from every
sender is allowed to pass to the inbox.

The Spam settings are being completely ignored.
