Outlook should reply without downloading pictures

I like that Automatic Picture Download (disabled) can be used to prevent
email address validation or avoid excessive downloading of pictures. However,
I don't like that I have to download those pictures if I want to forward that
message to someone else. For instance, if I believe a piece of mail is SPAM,
I want to send it to a SPAM control site without fear that my address is
being validate by the SPAM. Outlook seems to make this impossible. It should
allow me to forward the mail (or even reply, in cases where I simply want to
avoid excessive picture download) without downloading the pictures. Also, in
the case where I suspect a picture is a link to an email validate site,
Outlook should give me a way to see the full link. Today, I see nothing
unless I download the picture. Pretty stupid, really.
