outlook should apply my rules BEFORE junk mail filtering

everytime i apply a new junk email filtering update, i have to go back in and
filter out mail that should be sorted already according to my rules. I feel
that the rules should be processed BEFORE the junk mail filter is applied.
Even if all of the rules can't be (for example - "from" this account)... the
rules with specific email addresses or domain names should be white listed
automatically.

Outlook 2003 RTM did exactly that and everyone complained that junk was
moved to other folders instead of being filtered.

Are you using Safe lists?

Safe Lists will not work alone.

I receive posts from sites where the email is sent through a website and the
senders email address is forwarded through as the sender of the message. The
email subject or something in the body is easily recognizable as a forward of
information from another site - so I would use Rules to automatically accept
those.

Or, how about a rule to mark stuff as not junk based on a subject or words
in the body of the email?
