Outlook sending duplicate e-mail - tried several solutions - NEED

Outlook keeps sending the same e-mail about very 10 minutes. It has a large
attachment and is going to my AOL e-mail.

I have tried the following:
I have deleted the e-mail from sent folder.
I tried to delete the e-mail from outbox - won't delete.
I have disabled the mail scanning on the antivirus program.
I have increased server timeout value to max of 10 minutes.
I changed the send/receive interval to 900 minutes.

File - Work Offline
wait 5 minutes.
Delete message from Outbox.
If it still fails.
File - Exist
wait 5 minutes.
Restart Outlook, tell it to remain offline.
Delete message from Outbox.
