Outlook2003 Sending Mail

I have recently had problems sending emails from Outlook2003. After hitting
send, the message goes to the outbox and the send/receive process begins. I
eventually get the following error:

Task 'xxxx - Sending' reported error (0x80042109) : 'Outlook is unable to
connect to your outgoing (SMTP) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'

After reading some other posting, I disabled virus scanning of outgoing mail
on PC-cillin, increased the Outlook auto send/receive interval to 10min, and
the timeout to 5min. Still no email is being sent out.

Any advise would be appreciated.

While having similar problems I usually check if my internet connection is
working well, say by using IE to look at any familiar site. If it works,
closing and opening Outlook or, in extreme cases, restarting the Windows
helped. If internet connection is not working, then trying to power off the
modem (cable or ADSL) for several seconds and/or releasing IP address should
solve the problem.

However, if the problem is permanent rather than sporadic, then it is above
my knowledge level.
