Outlook rule limit

I know the limit is 32 KB for Exchange 2003 and early version. But I have
couple questions.

1. how to check how much space has been used so far?

2. I have read some articles saying the limit is on "folder" under Inbox,
others saying per mailbox. I'm using Outlook 2003 and don't see how to put
rule on a folder. Maybe it's for an older outlook version. Does anyone know
the answer or history?

I don't know of any way to do that. Perhaps The Exchange Resource Kit has a
tool to tell.
