Outlook.pst file broken -- unable to fix

My machine locked and when I restarted it my Outlook couldn't access the
outlook.pst file. Because Vista will not give me administrator access to the
Local Settings folder so that I can use the Inbox Repair tool, I cannot tell
Outlook how to relink to the file.

So... I uninstalled MS Office altogether, rebooted, reinstalled the suite
with the hope of simply recreating my mail profile. No dice. It still
doesn't work.

This is the error message that I get when Outlook opens: "Unable to display
the folder. Microsoft Outlook could not access the specified folder location.
Errors have been detected in the file C:\Documents and Settings\Lee\Local
Settings\Application Data\Microsoft\Outlook\Outlook.pst. Quit all
mail-enabled applications, and then use the Inbox Repair Tool."

Two questions:
1. Does anyone know how to fix this?
2. Does anyone know how to enable administrator permissions so that you can
access the Local Settings folder and thus make the recommendation in this
error message work. Everything that I've read on here has thus far been
ineffective in making it possible to get to the Local Settings folder.

This NG is for Windows Vista Mail. It is not for Outlook questions. You
need to ask in a NG for Outlook.

My problem isn't with Outlook, it's with Vista's handling of Outlook. This
newsgroups is the closest subject for this problem as there are no Outlook
newsgroups under Vista. So, I ask again for anyone who might be able to help
with this problem, to provide whatever input you might find helpful.

Have you tried System Restore to restore it to a previous date when .pst
worked ????

I have tried system restore with no luck, unfortunately. It was after trying
that with no success that I opted to ask for help here.

It sounds like a ownership problem with the PST file. In order to use a PST
file, you must have Outlook installed (otherwise a PST file is just a
useless collection of data). If you're not familiar with ownership problem,
click Start/Help and Support and enter "ownership" in the search box and
read about how to take ownership of a file.

Or ask the question in any XP newsgroup for Outlook. This newsgroup is
really intended *only* for Vista's "Windows Mail" program. Honest.

Hi oregonvista.

In this case you'll probably need to disable some of Vista's
security features, namely UAC, this can be done in Control Panel -> Users ->
Turn User Account Control on or off.
