Need help on Outlook

I get this message and I don't know how to proceed. In seeking a solution,
I seem to have activated Windows Mail. Help.

Cannot start Microsoft Office Outlook. Cannot open the Outlook window. The
set of folders cannot be opened. Errors have been detected in this file
C:\Users\Owner\AppData\Local\Microsoft\Outlook\Outlook.pst. Quit Outlook
and all mail-enabled applications, and then use the Inbox repair tool
(Scanpst.exe) to diagnose and repair errors in the file. For more
information about the Inbox repair tool, see Help.

What version of Outlook? What type of mail account? What happened when you
ran scanpst.exe against the Outlook PST file?
