Outlook 'Notes'

Is it possible for me to create a 'note' that I can then post onto a
colleague's screen as opposed to relying on them accessing my notes folder?
I'm think for passing on messages etc. when colleagues are away from their
desk

No, that is not what the Notes folder/feature is for. You could do this via
Instant Messaging though. For instance Windows Live Messenger or Office
Communicator.
