Outlook Not Responding

Whenever I open Outlook 2003 from the system tray, a balloon comes up saying
Outlook is not responding. It then tells me that if I am using an exchange
server account, to Cancel Pending Server Requests. Does anybody have any clue
of what is happening? Outlook opens as soon as I close the balloon.
