Outlook needs Outlook Express

When I try to open Outlook 2002 it tells me I need Outlook Express 4.1 or
higher. I use the Add/Remove facility in Control Panel to add Windows
Components, check the Outlook Express box which starts to configure and then
stops with an access denied message. There are many fixes on the web, but I
haven't found one that deals with this specific problem.

Thank you Diane and yes I am logged on as an Administrator. The "Access
Denied" message is as follows:

"Sub-component COM+ raised an exception while processing the
OC_COMPLETE_INSTALLATION setup message.

d:\nt\com\com1x\src\complussetup\comsetup\csetuputil.cpp (line 2190)

Error Code = 0x80070005

Access is denied.

Setup was unable to save the link 'C:\Documents and Settings\All Users\Start
Menu\Programs\Administrative Tools\Component Services.lnk' to the target file
'C:\WINDOWS\system32\Com\comexp.msc'.
