Outlook missing msvcr80.dll error, downloaded it still wont start

After I install the dll Outlook still won't open and says that the kernel is
giving the error. It used to work before I had to execute the factory
rebuild for my Acer Vista machine. My XP's do not have that dll file and
work fine.

Have you tried to repair or reinstall Outlook? Also, which version are you
using? OL2003 and higher are compatible with Vista

I am using OL 2007 and have 'repaired' it but not reinstalled. I am afraid
of running out of activations.

I am also not running Norton and removed it immediately after the rebuild as
the first step.

I eliminated Norton as the first step after the the factory restore. I
learned long ago to avoid it.
