Outlook is repeating incoming emails 4 or 5 times suddenly.

0I have outlook 200 which has been perfect. It has just started to duplicate
incoming emails and repeating these 4 or 5 times in a space of about 2/3
minutes.
The envelopes show in the task bar on the lower right but any click on these
are inactive.
Shutting down the computer and restarting create normality for about 20
minutes then off it goes again.

Does the send/receive process actually complete? Or is it still running?
By default in a POP3 mail account messages are not removed from the server
until the end of the send/receive process when Outlook says, "Ok I've got
all these messages, you can delete them now." If the process is not
completing and you, for example, force Outlook to close, then the next time
you open it Outlook will think those messages are new.

However the problem could be related to a corrupted PST file. You could try
creating a new, empty PST file, instruct Outlook to deliver mail to this new
PST and see if the behavior continues. If it does not then you can open up
the old PST file and move your email and folders to the new one.
