Outlook is not responding

I continue to have problems with Outlook 2003 and Windows Vista Home
Premium. Sometimes when I exit Outlook and then start again, it does not
send or receive messages manually or automatically. If I go into Task
Manager I see a number of entries of Outlook. If I close them all I then can
start Outlook again and receive or send messages. I can also restart machine
and all is normal again. I have parts of Office 2003 Pro and Office 2007
Teacher and Student edition installed. I have also experienced "whiteout". I
use Act!2008 which has a separate ActOutlook entry in Task Mgr.
