Outlook from Office 2000 not opening-error

I have installed Office 2000 Small Business. All applications work except
Outlook which says:
" Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
VBscript.dll to self register. The file cannot be found. File C:\Program
Files\Microsoft Office\Office\forms\1033\activitl.ico"

Please note: I have no idea what the above means so I don't know the first
action to take.
