Outlook Express problems

About 5 days ago, I started having problems with Outlook
Express. I can not send emails. It stays in my Outbox.
I am a verizon.net customer, but do not have a Linksys
Router. I get an error message that says, "An unknown
error has occurred. Account "Incoming.verizon.net,
Server: 'Outgoing.verizon.net, Protocol: SMTP, Server
Response: '421 out 003; verizon.net Lost connection to
[68.236.20.41]', Port:25, Secure[SSL]: No, Server Error:
421, Error Number: 0x800CCC67. I talked to people from
Dell for over two hours and uninstalled then reinstalled
Outlook Express, but it did not work. Verizon support
says that since I do not have a Linksys Router, it is not
their problem. Should I just uninstall Outlook Express
and use strictly my verizon.net email, or is there a way
to fix this. Please, if someone could help me I would
greatly appreciate it. Thank you, Nancy

What is the size of your Sent Items.dbx (hidden) file?? I would search for
and delete Sent Items.dbx and have OE create a new one.

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

<paste>
Disabling email protection does not leave you vulnerable to viruses and
malicious software in email. It is a separate layer of protection in
addition to Auto-Protect. Auto-Protect scans any incoming files, including
email, as they are saved to your hard drive. As long as you keep your virus
definitions up to date with LiveUpdate, and keep Auto-Protect enabled and
set to scan files as they are created or downloaded, your system is fully
protected.
</paste>
