outlook express error no. 0x800CCC19

my outlook express has stopped working, the connection to my server has
stopped. I have had my internet provider look at and have reset everything
through the outlook express wizard many times. It still won't connect. I get
the errorr no. 0x800CCC19. Does anyone know what the problem is? Can I
reinstall outlook express?
