Outlook Express 6.0 will not launch

Have a problem with Outlook Express 6.0. which has ceased
to launch. Op system XP Home Edition

Symptoms:

Splash screen displays.
Application dies.
No error message displayed.

Only way to launch Outlook is booting PC in safe mode.

Tried reinstalling by setting Isinstalled registry entry
to 0 and then reinstalling software. Reinstallation
works fine but does not resolve problem.

Any ideas please?
