outlook ande arabic language

my outlook does open arabic emails from yahoo like this &&&$###@ or
somthing like it but it view arabic emails from hotmail normally
what is the problem plz?

Two possibilities:
a) left-to-right language files are not (correctly) installed on your
system;
b) the incoming messages were not sent with the correct encoding;
