outlook 2003 encoding problem

i can not use arabic language in outlook 2003 in these
places:
-the address book
-the emails subjects

any email i may recieve that contain arabic language, the
text will be as default encoded to english and i need to
encode it manualy.moreover, i can encode only the email
body, while every thing else does not return to arabic.

any suggestion please ??

What language is your OS and Office version? You may need to get the MUI
package to do this.
