Outlook and publisher

Having finished a newsletter in publisher I tried to email from publisher via
file - send to mail recipient.

This then comes up with the error "Publisher cannot mail your publication
because part of the mail system is missing.Reinstall your mail program and
try again"

Reinstalling outlook 2003 and reinstalling publisher 2002 fail to make the
problem go away.
Any help anyone?

You need matched versions of Outlook and Publisher for the Send to menus to
work. (as attachment might work with mismatched versions)
