Outlook 2007 Rules

I've created a Rule in Outlook 2007 and its suppose to send an auto reply to certain people. I find it works the first time they send me an email but when I receive other emails from them it doesn't run the rule. How do I get outlook to run the rule regardless of whether the user received the message before.
