Outlook 2007 Rules

I am running Outlook 2007, connected to Exchange Server 2007.

I have a need to build Rules that remain local to my workstation, such that
the rules only run when I launch Outlook and do not run when Outlook is
running on my workstation.

Is this possible with an Outlook 2007 / Exchange 2007 environment? If so,
how?

Use the condition "On this machine only" to ensure they are client side and
not server side rules.

Be aware that any rule you create using the Organize feature may end up
running from the server.
