Rules not working

I'm using Outlook 2007 (on Vista Ultimate x64) with Exchange Server 2007 on
Windows Server 2008 and my rules recently stopped working. I typically
connect to my exchange server from two different computers (plus my iPhone),
but all of the rules are server-based rules. They are pretty ordinary rules
that move received emails after they've arrived into folders depending on who
they are to or from or their subject. I know that the rules are fine because
when I run them manually they always work.

What can I do to diagnose and fix this problem?

BTW, I've already tried exporting, deleting, and re-importing the rules, but
that didn't make a differenc.

Disable all rules but one. Test it. See if it works. If it does, enable
the next rule. Keep going.

If the first rule doesn't work, disable it and try the next rule.

If both rules fail, try creating a new rule and testing that.
