Outlook 2007 meeting scheduling does not send Accept-able invites

We just migrated from Exchange 2003 to Exchange 2007. Now several of our
employees when sending Outlook meeting invitations out, the recipients
receive a messed up invitation with no Accept, Decline, Tentative or Propose
New Time buttons. The e-mailed invite icon is an envelope instead of a
calendar invite. The invitation looks like this:

When: Tuesday, November 17, 2009 8:30 AM-10:30 AM (GMT-08:00) Pacific Time
(US & Canada).
Where: in ATS conf 1

Has anyone seen this before or know how to resolve it? We can't find
anything on the web regarding it. We have also had issues with delegations.

Are the recipients using internal or internet addresses? This usually
happens when the TNEF data is removed - often because the server is
configured to never send rich text to the internet. (A second cause is
antivirus/content scanners removing the TNEF data.)
