Outlook 2007 does not send out Junk Mail submissions

I use the Junk Mail Reporting tool in Outlook 2007. I have an outbox full of
messages waiting to send out. they never go out. ALL other regular email
replies or new emails leave the Outbox with no issues.

Each email waiting to leave has a different mail icon to the left with a
tiny clock on it. Right clicking on that icon does not offer any meaningfull
actions for sending the mail out.

Is there any way to fix this? Currently there are over 750 emails waiting to
go out...

When you double click to open the message and press Send, does the message
get send out then?

Yes it does. But that requires anywhere from at least two mouse clicks to how
ever many items can be ignored by spell check. Not very practicle with 700+
messages waiting to send out. That number increases every day...
