Outlook 2007 - Contacts not in e-mail address book

I recently upgraded from Office 2000 to 2007. My various contacts folders
all appear to be available but cannot be used as an e-mail address book. I
understand that is due to a format change.

I've tried creating a new Outlook data file and copying the contacts from
the imported 2000 folder to the new data file but I still cannot designate it
as an e-mail address book (the option is grayed out in Properties.)

Any help would be appreciated.

No. It has nothing to do with the file format change. It has everything to
do with migrating your data incorrectly. Importing is never the correct way
to transfer Outlook data.
If you cannot enable your Contacts Folder as an Outlook Address Book in its
properties, then you have corrupted your Outlook profile. Create a new one
and use the supported methods for migrating your data (posted here daily).
