Outlook 2003 - stays as a background process when opening

My problem with Outlook 2003 comes from an upgrade to Office 2003 from Office
2000. We are using SMS 2003 to deploy Office 2003. Outlook 2003 is opened
using a login script to run Outlook via group policy settings.

A couple of machines have had the case of where Outlook will open, splash
screen displays, then disappears. Outlook is in the task manager as a normal
process. Clicking on the Outlook icon does not bring up the program.

To get outlook to run, you need to kill the OUTLOOK process in taskmanager
and then click on the Outlook icon, then it will run.

I have gone through the steps of profiles, /resetfolders, /safe and finally
rebuilding the machine. We use Exchange 2003 too.

Any help?

Checked the site and really does not apply. We are rolling out Office 2003
vias SMS 2003. The problem with Outlook 2003 only occurs on some machines as
mentioned. Investigations have shown that the install is okay, outlook
profile is setup in the office 2003 transform we apply.

Outlook.exe runs in the backgroud, and if you use the outlokk shortcut on
the quicklaunch bar will not launch it. Checked the shortcut properties and
it uses the /recycle switch by default. Think this switch uses any existing
window rather then bring up a new instance of Outlook. As outlook.exe is
running into the background this switch thinks it is running and will not
launch a new window.

I am starting to think that the process id might be worth looking at.
