I have microsoft works calander which has a startup based reminder service
i.e. I don't need to open the application to get reminders. Is there a
similar function in outlook 2003? If not is there a addin available>

No, Outlook needs to be running in order to process the reminders. You can
minimize Outlook to the Notification Are though so it would almost be like
running Outlook as a service. To do this, right click the Outlook icon in
the Notification Area (near the time) and choose "Hide When Minimized".

PlainSight Desktop Calendar is a nice solution if you want to see some
Outlook Task and Calendar information directly on your desktop;
