Outlook 2003 not saving password even after KB290684

I have this same problem, I've tried to apply the KB article, and I've
made a new windows user account with no resolution. This happened
about 3 weeks ago right after norton internet security updated itself,
so it's pretty clear it's related to that. This is really annoying
because I have 4 email accounts and it pops up every 30 minutes or so.
Does anyone know about this or what avenue I could take with norton?
Do you think a repair install of wndows would work?

I can confirm that Flyer's instructions to create a new user do work. I
suffered with this problem for 3 months before resolving it this way. Remove
the email account info in Outlook prior to copying your outlook.pst to your
new user account. To be clear, you can no longer use your old profile - you
must be logged in with you new user name from now on. Recreate your email
account in the new profile using the control panel mail options before you
open Outlook the first time as the new user. You do need a bit of experience
with Windows to do all this.
