Outlook 2003 fails to connect to pop server after re-log on

Outlook 2003 & WinXPSP2, NIS 2005. This problem has arisen recently.

When loggin in after boot/restart, there is no problem, Outlook works fine.
However, If I log off and log on again, or if a different user logs on,
Outlook can't reach the incoming mail server and produces a connection error.
Upon restarting the computer and logging on, there is no problem. But if
then a different user wants to get mail, a reboot is required in order for
that user to be able to reach his incoming mail server. This problem is with
POP servers only, IMAP work just fine. Any suggestions?

Are you able to telnet to the pop server (or use a different pop client on
this machine) when the problem arises?

Thanks for your interest - I need all the help I can get, and I do appreciate
it!

i can successfully ping my pop server when this problem arises. Telnet is a
bit beyond my skillset - never used it before. i don't have another pop
client.

Well, ping is mostly irrelevant. It proves that you have network
connectivity to the server, nothing more than that.

Start - Run - telnet <address of server> <port of server>

So, generally, the port is 110, so it would be telnet pop.server.whatever
110.

And I'd wager Outlook Express/Windows Mail is installed, and I'm sure you
could find a free one to download if you just did a quick google too.

Results of a quick log off/log on test:

Oultlook and Outlook Express fail to reach the pop server.

Telnet fails (command window opens for a second or two then closes).

On rebooting and then logging in, Outlook and Outlook Express reach the
pop
server and Telnet returns an "OK.".

Well, then, Outlook isn't the problem.

It's something that the operating system uses to get to the Internet. Are
you behind a proxy server of some kind? Any firewall software on the system
that might control port access?

I concur, Outlook isn't the problem.

I've disabled the firewall (Norton) with no improvement to the problem.
Except for Microsoft Updates, the OS has not been changed/reconfigured. I'm
connected to RoadRunner via a wireless access point connected to a linksys
(Vonage) router connected to the cable modem. The cable modem is relatively
new in this loop - I did not experience this problem with the old modem and
had not had to log on/off after the modem was replaced until today.

I'll have to leave the problem for now as I'm traveling tomorrow for a
couple of weeks and will end up in Mexico with new ISP/Provider. I'll try it
again there. Thanks for your help, I appreciate it.
