Outlook 2003 error message

A user gets this error message every time she starts MS Outlook 2003 after
logging onto her computer/domain:

"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists."

We have found a temporary solution by deleting her profile in Outlook and
recreating it. After it recreates it, user is able to get into her Outlook
and check her email.

This is a just a temp fix because when the computer is restarted, and she
logs in again, the error message appears again and she cannot get into
Outlook.

We do have a MS Exchnage Server to handle the email. Is this problem more
on the Exchange Server side? How can we remedy this problem?

I found what the problem was. It had to do with the OST file. For some
reason, Outlook had a problem opening the OST file. So what I did was
disable Offline folder use. So the next time it opened, it would not attempt
to open the OST file, which may be corrupted.

So you should now be able to delete the OST, switch back to offline folders
and have Outlook recreate it.
