Out of Office Assistant Does not Work

I am using MS Outlook 2002. I go to Tools, Out of Office Assistant and check
"I am currently out of the office" and then insert a message, but senders to
my email do not get the message. I am at a loss as to what to do.

I would expect folks inside the office to get them, but folks outside the
office on the Internet to NOT get them. Exchange Servers are set by default
to NOT allow automatic replies, forwards, and Out of Offices messages to the
Internet; this is done to minimize the possibility of email loops which can
bring the entire server down in minutes. These settings can be changed by
your Exchange Server administrator.

Automatic replies, automatic forwards and Out of Office to Internet
recipients are disabled in Exchange 2000 Server and in Exchange Server 2003
