"Operation cancelled due to restrictions in effect .."

Somehow my kids have made Netscape the default home page
for IE. When i go to Tools, Internet options to try &
change, I get the message "This operation has been
cancelled due to Restrictions in effect on this
computer. Contact administrator" I AM the administrator
& have no idea what to do to lift a restriction. They
use IM a lot & imagine they downloaded Netscape this way
7 now it seems to have taken my browser hostage.

I downloaded & ran, after Norton tried to identify as
malicious script I ran anyway. Now I have the Tools back
but where I make a selection for new home page is greyed
out, or no entry allowed. Now what?
