Opening link's in a new browser window

I'm trying to figure out if there's a setting to allow Internet Explorer to
open links in a new browser window instead of opening them in the current
window.
I know you can right click and select 'open in a new window' but I am hoping
to set it up so that all link's open in a new window.

Any help would be appreciated.
