Opening Control Panel

I have XP Pro. When I click Start and put the cursor over Control Panel, the
control panel list used to display. Now I have to click on Control Panel to
get it to open. How do I make the panel open when the cursor hovers over the
words "Control Panel"?

Right click on a blank area of the Task Bar and select Properties.
This will bring up the Taskbar and Start Menu Properties. Click on the
Start Menu tab and then on the Customize button. Once the Customize
Star Menu dialog opens, click on the Advanced tab. Under Control
Panel, select the Display as a menu radio button and then click OK.
