Windows Vista Open Vpn

I am trying to install OPENVPN on VISTA Ultimate and I do get " TAPI Error 0x80000022 " i.e it does not install the TAPI in the process..the installer installs everything except the TAPI part. Any idea what to do? I tried most versions of the VPNs available on the VPN website (e.g openvpn-2.1.1 etc..) and I am still getting the same results..thank you in advance or the help
