I am using the corporate version of Outlook 2007 with Exchange 2007 server.
I have an Out of Office message for both within my org and for outside my
org.
I receive emails from a specific address and for only this address that is
outside
of my org i would like to not send an out of office reply. is that possible
and how?

you will probably get a faster answer if you post to an Exchange group since
the Out of Office feature is an Exchange feature.
Microsoft.public.exchange.admin is probably a good place to start.

Yes, it's possible. Tools>Out of Office Assistant>Add Rule. In the From
field, put the address to which you di not wish to respond. Check "Do not
process subsequent rules". Check "Alert with" and click Action. Check
"Play" and choose some sound. (I do this because I believe you need some
innocuous action in order for the rule to take effect,) Click OK. Click
Advanced. Check the box labeled "Only items that do not match these
conditions". Click OK, OK, then OK. Done.
