Offline files -- not synchronizing ??

Win2k client, Office 2k, Win2k3 AD, single domain

There's a little flashing symbol in the desktop tray that says Offline
Files - Offline changes not synchronized.

What could be causing it? Where's the setting that controls this?

Many things [but it's not an AD questions.]

Can you browse the file server when that happens?

The most obvious causes would be that the client is unable to
contact the file server with the central copy of the files.
