Offline Address Book installation

Hello:

We are distributing Outlook 2003 to 5000 users. We are migrating data
(addressbook) from a Lotus Notes Platform

We will install Outlook to every user in a two day period, and they will
start using Outlook afterwards (everyone on the same day).

We would like them to have an Offline address book, so that they can work
disconnected. We are afraid that at the moment of release the network
collapses because of the download of this address book.

Is there any possibility of distributing the OAB as a file, or set of files
previously so that there is no need to download it in the moment of release.
