Office outlook 20003 will not connect.

On a new installation of Windows XP Pro SP3, Microsoft Office Outlook 2003
is not able to get the ISP Mail Server to respond. IE6 connects perfectly to
the Internet. All mail settings have been checked and the ISP says they have
no idea what the problem is. Authentication is not required by the mail
server and is not used. The windows firewall is off and no other protection
programs are installed. I have also tried IE7 with the same results. It
seems that the Outlook is not being permitted to access the Internet.
Please, does anyone have an idea of where the problem may be?

Thank you Hal. That method using Telnet shows everything is OK, but Office
Outlook 2003 will not communicate and gives the message "The operation time
out waiting for a response" etc. The problem I have is that I don't know how
to find out if the applications requests are actually leaving my computer or
are simply being blocked somewhere.
