ntvdm.exe crash on headless system (DOS apps)

Hello
I am trying to run an installshield setup on a headless XP embedded system (through RDP) but this results in a ntvdm.exe crash (Virtual DOS Machine). This also happens with any other 16 bit program such as command.com or sysedit.ex

message: " The instruction at 0x0f011d19 referenced memory at 0x000c6e5f. The memory could not be read

If I add a VGA card in the machine DOS emulation works perfectly, so I am bit puzzeled here

Anybody experienced this, or suggestions to solve this

I am also having the same problem. If I run "command.com" with a video card
present, I get the command window as expected. If I shut down the system
and remove the video card, and connect with remote desktop, and from a
Command prompt type "command" I get the "ntvdm.exe - application error". I
have the latest headless VGA hotfixes installed, Dos Windows on Windows
Support, Application Compatibility Support Tools, Application Compatibility
User Interface, Application Compatibility Core modules loaded. I have
started a support call to M$. I will
let everyone know what they say.
